What: To attend the Finksburg Planning Area Council, Inc. general membership meeting
When: Thursday December 16th at 7 p.m.
Where: Sandymount United Methodist Church
Commissioner Gouge At Next Meeting:
Carroll County Commissioner Julia Walsh Gouge is scheduled to attend
our next meeting. Gouge is expected
discuss a number of issues affecting county residents; growth, proposed Scenic
Carroll committee, transfer tax, proposed Finksburg plan and the ATV issue. We anticipate a lively meeting and look
forward to Commissioner Gouge’s appearance.
We will also provide some holiday snacks. Please take a break from your holiday preparations, Commissioner

Due to the Christmas
holiday, the next FPAC meeting is scheduled for Thursday night December 16th.
Update On Deferral Cases:
The Maryland Court of Appeals ruled earlier this month that three
cases concerning Carroll County’s deferral of
residential development were moot, since
the deferral has since been lifted. The
court dismissed the cases on December 3. The judges had been asked to consider
whether a county-issued concurrency management certificate is a contract, and
whether issuing a certificate allows the county to apply new regulations to a
pending project. They chose not to rule on the questions.
Environmental Advisory Council Formed:
The Carroll
County Environmental Advisory Council met November 23rd and its
first action was selecting the Christmas tree for the County Office
building. FPAC board member Jim Johnson
sits on the EAC.

General Council meetings are the 4th Thursday of the month at the
Sandymount United Methodist Church. Meetings begin at 7 PM. Board meetings are
usually held on the 1st Wednesday of each month.
Yearly Membership Fee: $10 per Household, $25 per business
Dues: You can
now pay your 2005 dues. The organization uses money from dues to pay for the
printing and mailing costs of this newsletter and other mailings.
